Personal inmate mail is processed through P.O. Box 247, Phoenix, MD 21131. The envelope must include the full facility name and state, inmate full name and identifier, and the sender's full name and physical address. Legal mail is not sent to the Phoenix personal-mail address, and checks or money orders should not be treated as ordinary personal mail. About New River Valley Jail

NRVRJ's original 140,000-square-foot facility began construction in May 1997 on a 28-acre Dublin Industrial Park site. Brown & Root Construction Company built the jail for $28.4 million, with the Commonwealth of Virginia sharing half the construction cost. The jail used pre-cast concrete structures made by the Tindall Company in Petersburg and trucked to Dublin. The first prisoners arrived on April 27, 1999.

A five-story, 139,000-square-foot expansion began in March 2008 and was completed in February 2010. NRVRJ lists programs that include Alcoholics Anonymous, anger management, GED classes, substance abuse classes, workforce readiness, and religious programs. Participation is voluntary, and inmates can sign up during classification. Program services come from contracted professionals, community volunteers, and other approved providers.
